skkservの「localhost以外からの接続を拒否」をチェックすると、
localhostからも接続できないという状況になる。

「localhost以外からの接続を拒否」をチェック:
$ telnet localhost 1178
Trying ::1...
telnet: connect to address ::1: Connection refused
Trying 127.0.0.1...
Connected to localhost.
Escape character is '^]'.
Connection closed by foreign host.

「localhost以外からの接続を拒否」のチェックをはずす:
$ telnet localhost 1178
Trying ::1...
telnet: connect to address ::1: Connection refused
Trying 127.0.0.1...
Connected to localhost.
Escape character is '^]'.
(ここで接続が確立)

localhostを127.0.0.1に変えても::1をスキップするだけで
基本的には同じ。
