・背景

現状の AquaSKK では個人辞書のエンコーディングに EUC を
使用している。

しかし、ヒラギノの Unicode 文字の中には EUC にマッピング
できないものが含まれている。

これらの Unicode 文字も、AquaSKK で使用したい。

・実装についてのメモ

Unicode 個人辞書を新規に用意する。EUC にマッピングできない
文字をこの辞書に登録することで対応が可能か?

AquaSKK 3.2 における以下の対応をもって完了とする。

・ユーザー辞書の UTF-8 化
・単語登録時にペーストされた文字列を UTF-8 と登録
