(When I work out how to attach a file to tickets)In the attached savegame file, the fighter at tgt="unit" id=5490 name="Fighter" / has 7 movement points left, but it can't move.

I suspect that it's got something to do with the engine noticing that it's not got enough fuel to get home, but that shouldn't stop me getting a kill or two more first.

You can move the fighter by arrow keys but the pathfinder will block most (effectively) suicidal attacks of non-missile air units. The air pathfinder needs a general redesign, I am thinking about a ticket on this right now.
