Freeciv version 3.1.90-dev gui-gtk-3.22 Built from git 20210221 In a game, all cities already have libraries for a very long time, when out of the blue, a spurious 100% literacy message appears. I expect that message only once in a game, and at the very point in time, when the last city got its library.

Libraries alone does not give 100% literacy. It's probably finishing those Research Labs that cause it to be reached.
