Whenever you kill the last defender of a city with a Stealth Fighter (I suspect Fighters too, but can't test now) you get a message "Cannot attack unless you declare war first."

M suspicion about Fighters is because I've seen it often in my Messages, but couldn't ever pinpoint when it occurred.
