As more and more simple checks in code get replaced by action enabler requirement list checks, with no benefit to functionality, have you been considering performance side?

It can't be made obligatory for other extra building actions that may result in a road until the sub target extra can be checked.
So having just this patch in would not result in consistent requirement, so this would not bring clear benefit to S3_1. Also, it's now been about 9 months since last activity in the ticket. Dropping S3_1 target, so this does not block d3f any longer.
