I for long wanted to suggest making in rulesets some list of actions that provide "combat" veterancy (potentially modified by success chance) and another list of ones providing "work" raise chance (with basically lower but constant probability, also, for activities checked each turn but this also may be configurable). If we don't want it, we can set their Veteran_Combat effect to -100. A thing we can't do now in a good way (other than an array of negative Fortify_Bonus effects) is tell the game that engineers' veteran ranks help them only working but not defending. I remember starting engineers in some ruleset in the late game eliminating tanks like flies.

What do I miss? Just don't give any combat bonuses in their veteran system.
Chance of military units gaining veterancy from combat can be adjusted by Veteran_Combat effect. There should be equivalent way to adjust chance for getting veterancy from work; Veteran_Work
