At least with fcmp (haven't checked other programs) --help output comes before logging I added to init_character_encodings() about bind_textdomain_codeset("freeciv-core" ...) call. That is; translations for --help output are potentially looked with wrong encoding.

Can't reproduce this, and everything seems to be in correct order in the source code.

Keeping still open for another, a bit more throughout, check.
