I can't be 100% sure, but from the simple fact that someone has had to specifically *change* the rules that way after copying them from classic ruleset, I assume it's intentional. So this would be a documentation issue.
100% intentional. There is already a note on it in README.civ2civ3 though not everybody will read all of it to find out.

help text for wonders under the civ2civ3 ruleset does note there is supposed to be asymmetry like in the classic ruleset.
It says "Note the asymmetry under many rulesets:" - does not claim that the current ruleset is one of those. Or am I looking at the wrong place?
I confirm it was intentional. The main reason is that it is hard to try to balance the effect of wonders when they become obsolete by other players, specially when all the AIs use to like always the same tech path in a certain release, but that preferred path may change for other release. However, I think the current effect of wonders do not take full advantage of this feature, and the balance could be greatly improved.
Not sure if this is a bug or a feature of civ2civ3 ruleset, since the ruleset is supposed to be kinder/more forgiving to players but a wonder any player builds isn't made obsolete unless the owner of the wonder finally researches said tech (while I personally like this change, the help text for wonders under the civ2civ3 ruleset does note there is supposed to be asymmetry like in the classic ruleset. If this is indeed a feature and not a bug, it would be helpful if this can be noted in the help text about wonders, because this information would be very helpful to new to the game players.
