sandbox Eliminate Spy does not give Casus Belli when failing
Actually more serious Spy attacks have the same pattern.
maybe this could (partly) explain #46239 (spies should be rebalanced ?)
So, the current rule is:
- not what user expects (the reason I originally reported it as a bug)
- bad for balance
Seems like we are reaching an agreement that it should be changed.
Attached patch changes alien, civ2civ3, and sandbox.
I think it's a bug that there's no Casus_Belli_Caught effect for sandbox ruleset Spy Attack action while there is Casus_Belli_Success effect.
