We could have an extra flag causing them to impose ZoC.

If #47700 gets implemented in a way that we cache ruleset properties at load time to use as performant version of the ZoC checking as possible, we/ruleset authors could optimize things a bit by making any unit hiding extra to impose ZoC themselves so that unit specific checks would not be needed.
