This release features new command line options,
including --build-number, --build-tag, and
--upgrade-all. --install and --recursive are now
on by default, with options to disable them.
Architecture detection was fixed. A bug with newer
versions of CPAN.pm returning undef from
prereq_pm() was fixed.
