This release adds the processing of SYNOP groups in section 3 for the Antarctic. The tags for the visibility and the wind direction contain information about rounding offsets. Some more SYNOP groups deviating from the standard are tolerated. The summary format for SYNOP now shows the present weather (in METAR coding) and the highest gust (from section 3). The data source NOAA/NWS (ships) was added. There are also a number of smaller changes in the parser and a few bugfixes.

This release adds the processing of SYNOP groups in section 3 for region IV, groups in section 4, and recognises more 9xxxx groups in section 3. The geopotential height is properly decoded and the decoding of the snow depth is now country-specific. The precipitation amounts and cloud information from sections 1 and 3 are displayed in the summary format for SYNOP. Ogimet was added to the list of possible data sources. There are many small improvements for the translations and a few bugfixes.

processing of some frequently used 9xxxx groups.
The structure of the XML data was changed (in a
way that is not backwards compatible, though a XSL
transformation is available) and the Russian
translation for SYNOP weather was completed. There
are also a number of smaller improvements and
bugfixes.

This release enhances the documentation, and the man pages are now in the tar ball. The interface of the Perl modules was changed, and processing of radiosonde and runway winds for LPMA was added. There are a few smaller changes.
