Библиотека содержит код (файлы с расширением .cmake) на скриптовом языке CMake, скрипты на Python и предназначена для упрощения различных действий по организации сборочного окружения. Различные функции и определения внутри библиотеки имеют префикс CMT (от CMake Tools).
Не осуществляется. Библиотека работает совместно с другими проектами. Любой cmake-код (например из файлов CMakeLists.txt) может получить доступ к функционалу этой библиотеки (tools) посредством директивы include.
