Commands are getting organized into Subsystems, and are dispatched
through the CommandDispatcher class.

Subsystems are to be used for commands that require some sort of state
between invocation. The one exception are commands that don't need to
keep track of state, which all go into the SimpleCommands subsystem.

Move the Monika class to its own file
