actionのposition指定がnameで制御されていない

actionのposition指定が、nameではなく直前のactionの
position指定によって制御されている。

<action name="A" looks="a1.png" position="right" />
<action name="B" looks="b1.png" position="left" />
<action name="A" looks="a2.png" />
と記述したとき、最後にAがrightではなくleftに来てしま
う。

＊報告の最後の action を enter にした場合，報告通りの現象に
なるが，これは仕様通り。
