設定フォルダダイアログの表示がおかしくなる

- 2回目の表示以降
  - 初回はok
- 表示情報リストを初回のみ初期化していた
  - 2回目以降は初回の情報をそのまま使用していた
- リストを static 属性にしていたため
- 次の ticket の原因
  - ticket #45440
    - 設定フォルダダイアログで UI language File が変化しない
  - ticket #45441
    - 設定フォルダダイアログの「Tera Term設定ファイル」項が文字化けする
- static を削除して毎回初期化するように修正
