TTLコマンド getdate で問題が発生するかチェック

- Visual Studio 2005 のCランタイムに不具合がある
  - 修正パッチが適応されている場合は問題は発生しない
- 不具合がある場合、実際の時刻とより1時間進んだ値を返す
- 環境変数TZの内容、localtime() の呼び出し方によって発生
- ビルドした Tera Term に問題がないかチェックする
- 引数に exitcode_only をつけると、messageboxを表示しない
