buildtools/cygwin64 に discord通知に使用するパッケージもインストール

- buildtools/install_cygwin.cmake
  - discoard通知に使用するパッケージもインストールするようにした
- buildtools/find_cygwin.bat
  - ビルドで使用するcygwinを探す
  - find_cygwin.bat を使用するようにした
    - installer/release.bat
    - ci_scripts/notify.bat
- ci_scripts/notify_discord.pl
  - 改行コードを LF に変更した

AppVeyor で Visual Studio 2022 ビルドを追加した

- cygwinを更新するようにした
  - Visual Studio 2008のとき(worker imageがVisual Studio 2013のとき)
  - 必要なパッケージをインストールするときに失敗していた
  - 最初にsetupを最新に入れ替えてパッケージの更新を行うようにした
- ビルド終了時にdiscordに通知する仕組みを追加
- cyglaunchのビルドエラーを修正
  - Visual Studio 2008のとき(worker imageがVisual Studio 2013のとき)
