ログに関する変数を移動、バッファをヒープから取るよう修正

- ログに関する変数を filesys_log.cpp に移動した
- バッファをヒープから取るようにした
  - GlobalAlloc() で取得するのをやめた
  - GlobalLock(), GlobalUnlock() を行う必要がなくなった
