xterm の ED/DECSED 3 (スクロールバッファクリア) に対応

問題:
  clear コマンドでスクロールバッファの内容が消えない。

対応:
  xterm の ED/DESED 3 (スクロールバッファクリア) に対応した。
  有効/無効を設定出来るようにした。clear コマンドでスクロールバッファが
  クリアされない事を望む人が多いようなので、デフォルトでは off とする。
