tests/prompt-y: Don't always skip a test case
The '\$ in PS1 and PS2 (root)' test case was never being executed
because of the mistaken skip conditions.
The '\$ in PS1 and PS2 (non-root)' test case is moved to after the
'prompt command' test case so that it comes just before the '... (root)'
test case.
