build: Rebuild .pot file on source changes

Add a few dependencies for regenerating the .pot file.

build: Don't use an intermediate .pot file to do translations

Declare freedesktop.org.xml.in to be translatable directly, without
extracting translatable strings from a .pot which we then translate,
which we then need to merge into translations.

po: Remove translated expanded-acronym

be@latin contained a translated for the expanded CGM acronym. There
doesn't seem to be a way to avoid have the translation merged back into
the XML file, so remove the translation instead.

build: Remove maintainer-mode flag

It's not parsed:
configure: WARNING: unrecognized options: --enable-maintainer-mode

Use a correct default prefix, and use sudo to do the installation,
because if you need the instructions, then you'll need them to be
precise.

Nobody that needs this information will be able to set it up properly
(we'd also need to modify XDG_DATA_DIRS, amongst other things).

Otherwise "make distcheck" will throw:
/bin/sh: line 9: find: command not found
and not even register that something went wrong.

po: Update translations

Remove *.bin glob from disc images

*.bin is too generic to be used for specific file types. As the file
managers should be able to detect the Sega CD and Sega Saturn disc
images by magic, we shouldn't be losing any convenience.

spec: Remove acronym translation

None of the acronyms we've added were ever translated in the 15-odd
years when they could have been, so remove the feature.

Added Groovy file extensions/metadata

Fix the description for SCSS files

It said "Sass" in the description, which is another type of CSS
preprocessor definition.

Define the Sass acronym

Prefer an acronym for Windows MOF files

Merge the 2 G3 Fax image mime-types

One didn't have any glob or magic, so was effectively never used. Make
it an alias of the other one.
