First pass at a user home page

Email addresses, OpenIDs, and Widgets are only displayed for the
logged-in user. Projects of which the user is a member are listed for
all. Now we need to talk about if we're factoring the user neighborhood
in a way where the user app can catch /users/me/admin, and if we can go
to /users/you/ and _not_ be redirected home.

FORGE-253: Add a nose plugin to squelch warnings

You must run

cd NoWarnings
python setup.py develop

This will happen automatically as part of setup-common.bash if you
happen to use that script (as the sandboxes do). Then the nowarnings
plugin becomes available in nosetests, and you can activate it by saying

nosetests --with-nowarnings

This is useful if unfixable warnings from library code are polluting the
test output.

This commit includes
- code to put a ticket diff in the RSS/Atom feed
- test

Longer-term, I think we probably need to expose the feeds on artifact pages as a
"cheap" way to do history. For right now, this is just a discoverable feed.

BugFix: mark forms 'hidden' initially to sync hiding with outer div

Because the forms sometimes started out _without_ .hidden, they would
toggle closed while the div around them toggled open. This fix puts
them on the same first state so they open and close together.

- Auto-discovery HTML for the various feeds

Rename forgetracker/static/Issues -> Tickets

This should have happened in 40bf7324 which unified the language
throughout the code. Missing this folder caused code in Markdown to
_not_ be syntax colored.
