Sorry, I didn't originally realize the instructions want you to build
freetype-2.10 first.  You don't need to do that at all, just download
and install the prebuilt package from here:

  https://sourceforge.net/projects/ezwinports/files/freetype-2.10.0-w32-bin.zip/download

Make sure you unzip the archive from the C:\MinGW directory, so that
you have a C:\MinGW\include\freetype2 directory after unzipping.

Then perform only the instructions in STEP 3 and on.
