I have revisited my earlier working version of MinGW
and run the MinGW installer to see what upgrades were proposed.

These were upgrades 5.31 to 5.32 of:

mingw32-mingwrt (dev and dll)
mingw32-w32api (dev)

It appears that after upgrading my above program now ceases to compile.

I think I will now revert to the earlier version until I hear of further
upgrades.

Best Wishes, Peter Williams
