Hi Kevin, I'm a little too late for 1.8.3 release, but better late than never. Here is the latest ja.po.gz. ;) Note: We (mutt-j-users) have decided to use UTF-8 from this time on. If you want to do "hg diff" against older (EUC-JP) versions, you will have to convert the newer file to EUC-JP before diff'ing in order to get a meaningful output.
