smarty自体は別途インストール（設置場所
例：/usr/lib/php/smarty）し
ておかなければいけないのでしょうか？
又、設置したなら./configureオプションとして場所を指定す
るべきですか？

smartyは、openbazaarのアーカイブに入っているものを使えると思います。
この場合は./configureで特に指定しなくても認識してパスを設定してくれます。
アーカイブに入っているsmartyのバージョンは2.6.0 RC3ですが、
それより古いバージョンでは動かない場合もありますのでご注意ください。
