あるユーザーで鍛えた振り分け設定を
別のユーザーで使いたいのですが、方法はありませんか？

You can not use Wiki syntax

という話でしょうか。

とりあえず、
http://popfile.sourceforge.net/wiki/jp:howtos:backup
が参考になると思います。

簡単には、popfile.db と popfile.cfg をコピーすればよいでしょう。
（学習内容だけなら popfile.cfg はコピーしなくてもかまいません）
