whatsnew や sitemap などは、
それ自体は情報を持たず、
複数のモジュールから横断的に情報を持ってきて表示してい
ます。

検索(search.php)と同じような仕組みであり、
コアに取り込んで欲しい。
合わせて、モジュール側のAPIを規定して欲しい。
