Granularity: transform_result and transform_time disagree whether transforming is enabled
Attached ruleset fix goes both to S3_1 and master.
Patch to update S3_1 commit id to fetch for the ruleset upgrade tests goes to master only.

Like alien ruleset handled in #43611, and stub ruleset in #43614, loading of granularity is failing.
Since this will fail CI tests, will treat as a emergency fix.
