Can not encrypt tablet using Settings app

Description:

Trying to encrypt the tablet using the settings menu crashes Android and causes it to restart.

Steps to reproduce:

1. Drag down from the top of the device, and tap the "gear" to open the Settings app

2. Tap Security

3. Tap Encrypt Tablet

4. Tap Encrypt Tablet

Expected results:

Encryption begins, and then finishes after approximately an hour.

Received result:

A screen with an open Android appears. Then, the android boot screen appears (as opposed to the device boot screen).

Just tested with 8.1 (_64) image and see same issue under VirtualBox.

Tested on "android-x86_64-7.1-r2.iso" and same error
