現在、いんきゅばすとNicoBrowserで重複機能がある。

ニコニコ動画サービスアクセス機能が該当し、このためサービスの仕様があると修正量が大きくなる。

( #25975 の問題はNicoBrowserでは対応できているがいんきゅばすでは対応できていない。)

当アクセス機能をNicoBrowserのものに一本化する。
