There's "installer_msys2/freeciv-mp-gtk3x.cmd" even in tarball starting from S3_0. I think it's from the time we thought that we would need gtk3 and gtk3.22 versions of modpack installer separately, like clients.

In later branches that might turn to gtk4 modpack installer cmd, but in S3_0 there's no use for it at all.
