There should be TerrainAlter value CanPlace. For example ruleset using placed extras instead of worker placed ones could depend on that instead of TerrainAlter CanIrrigate to give city center bonus. Targeting to S3_1 as part of initial release of infrapoints system.

Targeting to S3_1 as part of initial release of infrapoints system.

Then again TerrainAlter value "CanBase" has been introduced to master only, so this would not complete set for S3_1.
