To unhardcode Land Bombardment, and related "AttackNonNative" unit class flag, we could introduce "Bombard NonNative" action.

This came up when I wanted to disallow Land Bombardment further inland when the ship is already on land tile (in a city). There seems to be no way to do that at the moment.
