Tax rates loaded from the savegame/scenario are accepted as they are, not checking their legality. In case of manually edited savegames we could argue that the user gets what they've requested, but there is also ruleset compatibility to consider: what has been legal in the ruleset version used when saving the game might not be legal in the current ruleset version.
