Currently client's show scenario Format to be the previous stable format when it in fact is a development version format. With current S3_1 that means that format that's supposed to be final 3.1 one, but has not been made formal yet, is listed as 3.0 one. Make the clients to indicate development version formats.

Also S3_0 version attached. We still need this there, for stopping it from listing 3.1 development version format scenarios as compatible.
