Before updating to crosser-2.4 ( #44724 ) that brings readline to the environment, we likely need to explicitly disable readline support from installer_cross/meson builds, as freeciv readline support is broken on Windows. With the earlier crosser versions there has been no issue, as there has been no readline at all, so one has not been detected.
