freeciv-web wants player AI status to be correct already when they are otherwise initialized. The barbarian creation sets them AI relatively late. While the freeciv-web approach isn't great for other reasons, nothing should prevent moving set_as_ai() early enough, to improve freeciv-web compatibility until there's a better solution.
