Better to resolve #46290 first, in all branches.

This makes savegames differ in an *unexpected* way.

Not so unexpected - I forgot that AI's evaluation of the effect value was adjusted. Now confirmed that if one tricks just one of the two effects to give the exact same value as old code (and the other effect none at all), the autogame does not differ.
