3.1.0-beta1 freeciv-manual gives a long list of failed asserts about native_bases cache when trying to produce manual for the classic ruleset. For default (civ2civ3) ruleset it worked all right, so this is likely related to switching ruleset (from the initially loaded default to another)

native_bases cache is also in S3_0, so it's likely affected.
