Double-clicking a window's top bar should make it full-screen (or return to original size if already full-screen).

I am using Tera-term on Win 7 and this feature doesn't work.

Yes it is a spec "Double clicking the left button on the title bar" but it still doesn't work so the ticket should not be closed.

You said "full-screen." Is it normal behavior of Windows dialog?

Tera Term doesn't so. Go Setup-Terminal, and check off "Term size = win size", and change column/row count, and push "OK." "left double click" title bar toggles between "Term size" and "win size."

Is this ticket a change request of current behavior?

Yes I believe it is normal behaviour. Try it with e.g. Windows Control Panel or Windows Explorer.

However I have tried your example and re-read the spec - I admit I interpreted the spec incorrectly. So yes, what I was proposing would be a change of current behaviour. As many people probably expect this behaviour it would be foolish to change it, so keep the ticket closed.

This behavior is a spec, at least from Tera Term 1.2, since 1995.
