I'm running Tera Term version 4.92 (SVN# 6484) on Windows 10 Pro, build 10586.713. I'm having an issue getting the "New Connection" window to show when I start Tera Term. I've tried enabling the setting in the .ini file, adding "/ES" to the shortcut, and other things like setting the COM port to empty. Nothing has worked so far. I've verified that changing settings changes the behavior of Tera Term on startup, but nothing has influenced the "New Connection" window appearing.

I don't see a place to attach my .ini file, but I'm happy to do so if that helps at all!

When Port is serial in TERATERM, Tera Term connects to Serial port on startup without "New connection" dialog.

"/ES" command-line option was created to override/ignore HostDialogOnStartup=off setting in TERATERM.INI.
